HANSON PLANNING BOARD
MINUTES OF THE PUBLIC MEETING OF NOVEMBER 24, 2014
TOWN HALL, 542 LIBERTY STREET, HANSON, MA

A meeting of the Town of Hanson Planning Board was held on November 24, 2014 at the Hanson Town Hall, 542 Liberty Street, Hanson, MA.  Members present were Chairman Donald Ellis, Vice-Chairman Joseph Gamache, Patricia Glenn, and Joseph Weeks.  Stephen Regan was absent.  
By motion made and seconded, the meeting was called to order at 7:00 pm.  
Mark Ridder and Mike Facchini approached the Board to discuss release of lots from covenant for Stonebridge Commons.  Mr. Ridder and Mr. Facchini are partners in the project.  Mr. Ridder requested a release for Building 17, Unit 67 at 115 Stonebridge Drive, Unit 66 at 117 Stonebridge Drive, and Unit 65 at 119 Stonebridge Drive.  Mr. Facchini requested release of Building 15, Units 57, 58 and 59 at Stonebridge Commons.  
Mr. Ellis asked Mr. Ridder whether the landscaping would be completed prior to the seasonal change of weather.  Mr. Ridder indicated that he would compete the immediate landscaping prior to the deadline.  
Several unit owners were present for discussion.  Mr. Peter Huska approached the Board with a concern regarding the drainage at the intersection of the island.  Mr. Huska indicated that because the wearing course of asphalt has not been installed, water is pooling at this intersection and during inclement weather is subject to freezing conditions.  Mr. Ridder indicated that Mr. Huska was correct and this area is currently at base course.  Mr. Ridder stated that the drainage will function properly once the wearing course of asphalt is completed.  
Ms. Connie Cronin of 42 Stonebridge asked the developers whether they could be able to relocate the mail boxes prior to the start of snowfall to get it out of the area with the drainage concerns.  Mr. Ridder indicated that the new mailboxes have already been ordered.  
Ms. Paula Paylor asked when the wearing course of pavement would be installed.  Margarite of 60 Stonebridge asked when they would be paving the guest parking.  Mr. Ridder indicated that the wearing course of pavement and the guest parking area would be completed at the same time.  Chairman Ellis requested that the developers notify the review engineer when they are ready to pave so that the engineer could be present during the paving.  Mr. Huska requested that they developers review the drainage on the south side of the island prior to installation of the wearing course of pavement.  He indicated that the south side is at grade and the water is running down the roadway and will freeze during the winter months.
Mr. Michael Williams of 121 Stonebridge stated that he recently purchased his unit and is very pleased with the site and the finished product.  Ms. Debbie George asked if the recreation building was scheduled to be completed by the December 31st deadline including the issuance of an occupancy permit.  Mr. Ridder indicated that they were on course to meet the completion deadline.  
Mr. Joseph Weeks made a motion to endorse the requested covenant releases for Stonebridge Commons.  Joseph Gamache seconded the motion.  The motion passed unanimously and the Board endorsed the covenant releases.
Joseph Weeks made a motion to accept the minutes of September 22, 2014 and October 20, 2014 as typed.  Joseph Gamache seconded the motion.  The motion passed unanimously.  
The Board endorsed the Receipt of the Open Meeting Law Packet as required by the Town Clerk.  The Board endorsed invoices for the Commonwealth of Massachusetts, the Express Newspaper for advertisement of public hearing notices, the MMA Annual Meeting invoice for the Town Planner to attend the annual meeting and a Mileage Reimbursement Invoice for site inspections.
By motion made and seconded, the meeting was adjourned at 8:25 p.m.
